The law treats renting a residence to users for up to one hundred days at a time as a “tourist rental” (art. 2). Such a residence needs a permit from the Ministry of Culture and Tourism (art. 3).
Hotels and guesthouses holding a Tourism Operation or Simple Accommodation certificate operate under those certificates, not this permit.
In condominium buildings, a unanimous decision of all owners is required (art. 3/3). In complexes of several buildings, this applies only to the building where the rented home is.
The Constitutional Court rejected the challenge against this rule (E.2025/147, K.2025/275; Official Gazette 2 April 2026); the rule remains in force.
The Ministry’s plaque is placed at the entrance (Regulation art. 8). The permit number must be shown legibly wherever the home is advertised (art. 9/2); it starts with the province code (art. 7).
The permit holder is responsible for reporting guests’ identities (Law art. 3/8).
Renting without a permit is fined per home, with 15 days to obtain a permit; continued breaches are fined at increasing amounts (art. 4). Platforms that fail to remove an unlicensed listing within 24 hours of a warning are also fined. Amounts are revalued yearly; check official sources for current figures.
Under Regulation art. 5, all permit applications are made on e-Devlet.
Unanimity applies to condominium buildings. If there are co-owners, their written statements are required with the application (Regulation art. 5).
